
Mr Carmel Inguanez was born on 19 December 1961 in B’Kara, Malta and is married to Odile nee Sammut. They have three children. Mr Inguanez graduated from the University of Malta in Public Administration in 1985. In 1987 he followed a one year post-graduate Foreign Service Programme at the University of Oxford and in 1991 read for a Masters degree in Public Management at the Universite Libre de Bruxelles (ULB). In 2002 he followed a short-term post-graduate specialization course on the European Union at the Ecole Nationale d’Administration (ENA) in Paris.
Mr Inguanez served at the Ministry of Foreign Affairs for over 24 years. He has served overseas in Brussels and Tunis and has occupied a number of senior positions within the Ministry. He has served as Assistant Director at the Office of the Permanent Secretary and during Malta’s EU accession negotiations he was seconded to the EU Negotiations Secretariat of the Office of the Prime Minister as EU Negotiations Co-ordinator (External). He also served as Director, Protocol and Consular Services. In March 2006 he was appointed Director General, European and Economic Affairs.
From 1 July 2009 till June 2011 Mr Inguanez was Ambassador of Malta to the Russian Federation.
He was appointed Ambassador of Malta to the Italian Republic as from 1 July 2011. Ambassador Inguanez presented his Letters of Credence to the President of the Italian Republic H.E. Giorgio Napolitano on 18 July 2011.
